The only reason these assholes had the upper hand is because at that time, police were only equipped with a smal caliber handgun that couldnt pierce body armor; the bad guys did. The main point is that until SWAT arrived to even out the firepower, the bad guys had more of an advantage because of the heavy firepower they had. um, the cops did nothin right durin that shootout. i love how they brag about the part where an officer's bullet hits larry phillips in the shoulder - severing his spine - AFTER he blew his brains out.

Again coming up with a scenario as if we were there. They weren't serial killers, they were bank robbers. If they killed an armor guard, it was because he did something he wasn't supposed to do, or didn't follow orders. The civilians were right in the line of fire where Phillips and Matasareanu were firing at the cops so you think their gonna take the chance of surrendering because the civilians were in a place they shouldnt have been in a warzone??
