Scott McNeil? He did the voices of Dinobot, Rattrap and Waspinator in Beast Wars. There were scenes where he was literally speaking to himself. lol.

The guy who did the voice for Rat-Trap also did the voice for Protoman in the 90s Mega Man cartoon.

Whats the deal with Dinobot and 1 on 1 battles? lol
