I do not see any wording regarding modifying the wheels. So if there are not any additional rules implemented by the organizers of the race, the wheels used in this video are legal! Come on people, be creative and use the rules to your advantage. Teach your kids to think outside of the box.

Each car must pass inspection by the official inspection committee before it may compete. If, at registration., a car does not pass inspection, the owner will be informed of the reason for failure, and will be given time within the official weigh-in time period to make the adjustment. After final approval, cars will not be re-inspected unless the car is damaged in handling or in a race.
Here are the rules word for word that come with the kit: (Part one)
Wheel bearings, washers, and bushings are prohibited. The car shall not ride on springs. Only official Cub Scout Grand Prix Pinewood Derby wheels and axles are permitted. Only dry lubricant is permitted. Details, such as steering wheel and driver are permissible as long as these details do not exceed the maximum length, width and weight specifications. The car must be free-wheeling, with no starting devices.
its weird how people put down this video and say that the car in this video is doing wrong, but the people posting are doing wrong also by being negative. i would have stuck to the rules because i wouldnt have wanted to look like i needed the illegal wheels to win. I want say anything negative though because scouting is supposed to be about fun and frienship

Every spec I've ever read, bar none, says wheels cannot be modified except to remove casting flash "just enough" so it is gone. Nothing there about allowing wheels that look like ninja weapons. Hey, everyone wants to win. If blade wheels were allowable by BSA, everybody would be doing it. Gimme a break. That said, each pack can mod their rules but as they see fit but then EVERYONE should know going in so all can run saw blade wheels, not just you. Sounds like selfish need to win to me.

The serrated edges of the wheel treads must remain visible.

No where on the page of rules does it say you can't Modify the wheels,or alter the wheel base, it just says you must use the parts supplied in it and follow the dimensions weigth length width height and clearence.
It's 12 yr district Judges that come up with different rules to try and stop the guys that "can" build fast cars.
Don't matter what rules you use, the better builder will win no matter what set of rules are written.

Dad did not read the rules on, WHEEL MODIFICATION, AND CHANGING THE WHEEL BASE.
Car should not have been alowed to race. I feel sad for the other Scouts that missed out on the final races !!! Dad read the regulations ...please ... 12 yr District Judge
