Kumble really doesn't turn the ball. He really doesn't rely on the spin. Now I'm a huge Kumble fan but still I think Warne is the better spinner because he truly is one.

The orthodox way to bowl leg spin is to have a side on action. this helps you to generate more spin. The amount of side on action depends on the variation, with the leg break your feet are in a straight line facing the off stump for both right and left handed batsmen. With the googly/wrong'un and top spinner your feet are in a straight line facing the midle/leg stumps. The flipper your feet should be in line facing first slip (a slightly more open action than the other variations)
