I went to the site of the video. The driver simply went around the fence on the left. If you watch closely, you can see him swerve into frame from the left as the police car turns toward the fence. They stop short of showing you that there is NO FENCE to the left of the camera view, so it looks like the car went thru. They just knew that after they stopped they werent going to catch up with this guy, and decided not to put anyone (themselves) in any more danger. Besides it made a hit on Youtube
