the fuel at the top two stages of a saturn rocket use liquid H2 which is even colder. So water vapour would have condensed and frozen around the LOX and H2 tanks.
Could anyone explain to me what those chunks of "snow-like" parts are that're coming off? Or did I guess right and its snow/ice...

The Energia shuttle booster was just as powerful as the most powerful Saturn V, which was the Apollo 15 rocket, so Energia was more powerful than most Saturn Vs.

Liquid hydrogen and oxygen (rocket fuel) is well below 200 degrees BELOW zero. FYI to keep the huge metal engine bells from melting they are actually honeycombed with U shaped pipes that the supercooled liquid fuel is pumped through before going to the engine. The space shuttle still uses the same method today to keep the engine bells from melting.
