Actually, the ATF was given 2 contracts in 1986 for the aircraft, the air force required a replacement for the F-15 to counter the Su-27 Flanker. So research began in 1986 and first prototype test flight was done in 1990, the F-22 is currently going through a modernization program because it took so long to finish the project.

oh, yeah, just on that comment earlier, did you know that the latest sukhoi aircraft are actually alot newer than the f-22? If you actually bothered to research, you'd find the f-22 programe started way back in 1979. While the Su-35s etc, they started out in 1989/
