This video shows my interpretation of the way Meyer's system worked. This video shows a working pulse system that will be incorporated into the Hydrogen Tap cell. This is just a test but "unless someone can explain why" I don't see why this wouldn't make "free energy". (( Meyers was tuning for the resistance of the water, not the frequency)).     I dont think he was tuning resistance, he was tuning reactance. He had to use a set frequency then tune to that frequency to cancel the reactance. Like tuning an antenna, calculated by the capacitance and the inductance, since he did have inductors in his circuit, but the charging theory is correct as far i know. he used a charge pump idea, kinda like what you have shown. Resistance is also somewhat correct, but is reactance and changes with frequency.
