It has been proven throughout American history that government-financed programs vastly improves the economy. Take Roosevelt's New Deal social programs; they turned the Great Depression around completely. Even more so, during WWII, workers who had the benefit of government involvement not only received opportunities that they normally wouldn't have, but the economy meliorated despite the conflict overseas. We as a people need this more than ever, now that we're in a recession.
