well, with all due respect, you can't be completely certain with out credible sources. Anyone can make up quotes all day long, but unless you can track the source-where and when they said them, in what context. I have heard of some horrible things regarding Henry Kissinger though.

But for real, that quote comes from Kissinger's own memoirs, "The White House Years."
