I believe those lights were never meant to be contacted close up. from a distance, i think they're supposed to represent planes flying in the sky.

These are meant to be distant planes. Not police boats...you know the really cool effect in the game of little white and red lights moving on distant roads at night time to represent car lights? Well this is the same, but for planes. But you can't catch up with them nor do they land at the airport

I noticed these lights too. It's strange, because when you fly over to the cities, the lights will just keep moving, even through buildings.

if you look closer on the lights, they have a smaller light on the back flashing, if you look on the sky over the city where the planes is suposed to be, its the same light...

my theory is: its a glitch as an other guy said in a comment bellow...

its the same S**t we watched in gta san andreas its a fuckin plane they guess but they didnt program it very well so the ignorant people like you, says "wow its bright i gonna folow it", if it would a real ufo rockstar would program it, to when you get closed to em the fuckin thing go faster or some S**t like that, but well i said enough, see ya, rt.
