“I’m setting out the idea of how I want to make sure our students get the best education they can. And the legislation, we’ll worry about that when we get there.” (WTSP)
That’s Florida Governor-elect Rick Scott, proposing what some call a radical idea: Turn the entire state’s education funding system into a voucher system.
The change would allow parents to choose between public or private, traditional bricks and mortar or virtual schools. Barely uttered, the policy proposal has set off fireworks in the Sunshine State.
We’re analyzing coverage from the St. Petersburg Times, Mother Jones, WTSP, SunshineStateNews and The Heritage Foundation.
The St. Petersburg Times reports, while the Governor-elect didn’t use the “V” word -- vouchers -- instead calling them an “education savings account,” everyone knows what he’s talking about.
“....whatever it's called, the incoming governor, key lawmakers and a foundation tied to former Gov. Jeb Bush are setting the stage for Florida to consider one of the most radical education ideas that it — or arguably any state — has ever considered.”
Mother Jones says, Scott wants to overhaul the state's schools while simultaneously reducing school property taxes by $1.4 billion. How to accomplish both? Privatization.
“His plan, which promotes online schooling along with other educational options, may actually pave the way for the elimination of such pesky budget busters as buses, cafeterias, teachers, and, well, school facilities themselves.”
But WTSP reports, Scott will have a big hurdle to overcome in getting his plan before parents: the law. In 2006, the Florida Supreme Court ruled a voucher system, unconstitutional. Critics say there’s a reason why.
Private School Administrator: “I don’t think the idea of draining the treasury for public education is practical."
Reporter: “Hillsboro Public School officials are leery too.”
Hillsboro School admin: “How do you level the playing field? If a lawyer is going to be able to supplement as opposed to a custodian who is not able to do that. If we lose students, we lose teachers and other personnel.”
Sunshine State News talks with the author of one report, David Stuit, that says statewide testing and accountability measures aren’t working, and Florida’s worst schools aren’t turning around.
"The vast majority of the state's low-performing charter and district schools failed to make notable improvements over five years. Are Bad Schools Immortal?"
The Heritage Foundation’s Lindsey Burke tells the Miami Herald, the “trap” here isn’t giving parents and children a choice. It’s giving them none.
``I don't think it's radical at all. At this point, the radical notion is to trap a child in a failing public school.''
