Dans un ancien quartier ouvrier de Londres devenu défavorisé, Harry Brown habite toujours l'appartement où son épouse Claire et lui ont vécu des années heureuses. Hospitalisée, celle-ci s'éteint juste avant que Harry n'ait eu le temps d'arriver, contraint qu'il a été de faire un détour afin d'éviter le repaire de la bande de truands qui font désormais la pluie et le beau temps dans le secteur. Peu après l'enterrement, Leo, un vieil ami du coin, fait part à Harry de son intention de ne plus se laisser terroriser par les jeunes malfrats. Quand l'inspecteur Alice Frampton vient lui annoncer le meurtre de Leo, c'en est assez pour le respectable retraité qui, fort d'un passé militaire enfoui, décide de purger son quartier de ses éléments criminels.

Who is Accountable? An Education Documentary “Who is Accountable?” is a film documentary that examines the root causes of why the academic achievement gap between white children and minority children has not narrowed since the 1954 Brown vs. Board of Education Supreme Court decision. In public schools across the country, white children perform at four to five grade levels higher than children of color. “Who is Accountable?” explores the reasons why this achievement gap exists and how it has been sustained. This riveting documentary also reveals the reasons behind the large disparities in resource allocations between public schools in high income, low minority schools compared to low income, high minority schools. Through interviews with State Superintendent of California’s Public Education Jack O’Connell, City of Los Angeles Mayor Villaraigosa, USC Professor of Education and Fiscal Funding Expert Larry Picus and many others, “Who is Accountable?” reveals the impact that District Funding Formulas have on the inequitable allocation of resources. In interviews with California State Senator and Chair of the Education Committee Gloria Romero, and City of Los Angeles District Attorney Rockard Delgadillo, “Who is Accountable?” uncovers the correlation between drop out rates and the juvenile incarceration rate. “Who is Accountable?” further examines the relationship between teacher qualifications and academic performance, drop out rates and college readiness of high school students. Why are there disproportionate percentages of 1st and 2nd year teachers, non-credentialed teachers and non-performing teachers in inner city public schools compared to their counterpart suburban schools? Den pensionerede marineofficer Harry Brown (MICAEL CAINE), med kamperfaring fra Ulster, Nordirland, bor i udkanten af London i en lille lejlighed i et gråt og trist socialt boligbyggeri. En beton-ghetto i flere etager. Han er netop blevet enkemand, som sin bedste ven Leonard (DAVID BRADLEY), og sammen hygger de sig stilfærdigt over en pint på den lokale pub. Leonard er dog bekymret over en gruppe unge, der holder til i en fodgænger- tunnel, der går fra boligkomplekset under motorvejen. De terroriserer og chikanerer kvarterets beboere - de er udpræget voldelige, og Leonard føler sig angst og presset. Han må gøre noget ved situationen og bøllerne. Selvtægt synes Harry er en rigtig dårlig idé, indtil han en dag får besøg af politiet. Detektiv Alice Frampton (EMILY MORTIMER) fortæller Harry, at Leonard er blevet myrdet, og sammen med kollegaen Terry Hicock (CHARLIE CREED-MILES) er hun sat på sagen. Banden fra tunnellen er fra starten i politiets søgelys, og bandens leder Noel (BEN DREW) afhøres. Til at begynde med uden resultat. Alice og Terry har ikke nok til at holde ham fængslet. Harry beslutter sig så til at tage sagen - og kniven - i egen hånd. Han dolker Noel’s klynkende bølle-kammerat Dean (LEE OAKES) og sletter sine spor. Derefter opsøger han narkohandleren Stretch (SEAN HARRIS) for at købe en pistol. Efter ’den gamle mand’ har fået ordnet indkøbet - og har fået pistolen - skyder han Stretch og hans kammerat, hvorefter han sætter ild til Stretch’s tilholdssted, der et et stort hash-drivhus, og forvinder stille og roligt. Politiet antager, at det drejer sig om lokale bande-opgør. Også da næste ynkelige offer, bandemedlemmet Marky (JACK O’CONNELL) bliver dræbt. Harry, som står bag oprydningsarbejdet, har fra Marky fået fat i en mobiltelefon, som klart viser, at Leonard blev brutalt myrdet af Noel. Harry jagter Noel, men den aldrende pensionist falder om på gaden og må opgive forfølgelsen.
